TELF AG analyzes the strategic partnership between Europe and Australia in the mining sector

New partnerships

In an important move aimed at bolstering sustainable development and securing key supply chains, the European Union (EU) and Australia recently signed a Memorandum of Understanding (MoU), establishing a bilateral partnership to cooperate on sustainable and strategic minerals. The signing ceremony marked a key milestone in international collaboration on green and digital transitions.

This partnership underscores a commitment to mutual benefits and shared objectives, particularly in diversifying supplies of materials useful for modern technologies. The partnership encompasses the entire strategic minerals value chain, from exploration and extraction to processing, refining, recycling, and the management of extractive waste. This holistic approach ensures that both parties will collaborate extensively to optimize every stage of the mineral lifecycle. The agreement not only aims to fortify the EU’s supply chains but also to spur the growth of Australia’s strategic minerals sector.

A key component of the partnership is the development of joint projects within both the EU and Australia. Moreover, the MoU extends to cooperation in third countries where both parties have mutual interests. This global perspective is intended to foster benefits for local communities. Emphasizing innovative and digital technologies, the partnership will advance mining processes and other important minerals value chain projects.

The main pillars

The agreement focuses on integrating sustainable raw materials value chains, fostering networking, and facilitating joint ventures and new business models. This cooperation aims to ensure the resilience and sustainability of relevant supply chains. Collaborative efforts will include research and innovation along the raw materials value chains, particularly in expanding minerals knowledge. Both parties are committed to promoting high environmental, social, and governance standards, aligning policies, and ensuring safe working conditions. This facet of the partnership is key for the sustainable and secure production of strategic minerals.

The signing of the MoU provides a framework to build secure and sustainable strategic minerals value chains between the EU and Australia. These value chains are important for supporting the clean energy and digital transitions and are relevant for other key industrial sectors such as defense and aerospace.

The EU leverages its extensive network of bilateral free trade agreements to deepen trade and investment links, diversify supply chains, and enhance economic resilience. With 74 countries already part of its trade network, the EU continues to expand its reach. Notably, the latest agreements with the United Kingdom, New Zealand, and Chile include dedicated chapters on Energy and Raw Materials. Ongoing negotiations for an EU-Australia free trade agreement further highlight the commitment to strengthening these ties. Following the MoU signing, the EU and Australia will jointly develop a roadmap with concrete actions to implement the Strategic Partnership over the next six months. This roadmap will outline specific initiatives and projects to actualize the ambitious goals set forth in the agreement.

Critical raw materials are important for achieving green and digital transitions. The EU has proactively built partnerships on raw materials, following its Action Plan on Critical Raw Materials and the Critical Raw Materials Act. Previous agreements have been established with countries including Canada, Ukraine, Kazakhstan, Namibia, Argentina, Chile, Zambia, the Democratic Republic of Congo, Greenland, Rwanda, Norway, and Uzbekistan.

As the world faces increasing challenges in securing critical raw materials, the EU-Australia partnership represents a strategic step towards sustainable and resilient supply chains, ensuring that both regions can meet their ambitious environmental and technological goals.
