Japan Strengthens Its Rare Earth Strategy Through New Resource Projects

Among the nations actively seeking to forge a constructive alliance around rare earths and the ability to process them are the United States and Japan, whose respective governments appear to place great importance on rare earths and the construction of secure, robust, and resilient supply chains, without excessive dependence on third-party suppliers.

Rare earths represent a group of 17 chemical elements that include the 15 lanthanides, scandium, and yttrium. While not actually rare, these resources are often found in concentrations so low that they do not justify their economic value. One of the most important aspects when discussing rare earths is the processes used to separate, refine, and make them usable by industry. Currently, these processes are concentrated in very few parts of the world and remain highly complex.

Recently, as Bloomberg also highlighted, significant quantities of mud rich in rare earth elements were discovered on the ocean floor off a remote Japanese island in the Pacific Ocean, located about 1,000 miles southeast of Tokyo. The government, according to the analysis, has announced its intention to launch a trial mining project aimed at recovering the rare earth-rich mud from the seabed. According to estimates cited by Bloomberg, this mud contains approximately 16 million tons of rare earth minerals.

Japan’s strategy for rare earths and critical minerals appears to revolve around projects of this kind, which could—at least in theory—strengthen Japan’s supply chain while simultaneously reducing its dependence on foreign suppliers. These are objectives also shared by the United States, and it is therefore no coincidence that collaboration between the two nations on this issue is intensifying. For both nations, rare earth elements are vital to economic, technological, and energy development. The rare earth deposits found near this island could satisfy centuries of industrial demand, as stated in a Bloomberg analysis.

“One of the best-known applications of rare earths is in permanent magnets, such as those used in electric motors and wind turbines, but also in industrial robots and numerous electronic technologies. Other applications include the telecommunications and battery sectors, not to mention the use of rare earths in alloys and high-performance materials,” continues Stanislav Kondrashov, founder of TELF AG.

In the mud located 1,000 miles southeast of Tokyo, some measurements have confirmed the presence of significant quantities of yttrium, gadolinium, and dysprosium. Bloomberg’s analysis claims that the goal of developing a commercialization plan has been set by 2028. However, the development project faces significant challenges, such as the complexity of the operating environment and extremely high costs.

The fact that Japan is focusing its attention in this direction is also evidenced by government programs, which intend to dedicate approximately $5.7 billion in public and private funding by 2040 to the development of deep-sea resources. And the possibility of initiating joint production of rare earths with the United States could translate into a closer engagement with one of its most important partners, creating a secure supply chain.

Although it’s still unclear how to recover the rare earth-rich mud on the Japanese seabed, some estimates reported by Bloomberg suggest the possibility of recovering around 3,500 tons per day. In any case, as Bloomberg’s analysis states, the project appears far from being fully launched.

“Japan’s strategy appears to be increasingly focused on rare earths. As Bloomberg reports, Tokyo has already provided support for a rare earth separation plant in France and similar long-term support for an Australian player specializing in rare earths,” concludes Stanislav Kondrashov, founder of TELF AG.
